The Hill added:
Repealing portions of ObamaCare without enacting a replacement could leave 18 million people without health insurance the following year, according to a report earlier this year by the nonpartisan CBO.
Republican Sens. Shelley Moore Capito (W.Va.) and Susan Collins (Maine) announced their opposition to their party’s latest effort to repeal Obamacare on Tuesday, leaving the bill on the brink of collapse just hours after it was announced by Senate Majority Leader Mitch McConnell (R-Ky.).
Sen. Rob Portman (R-Ohio) said early Tuesday he would need to review the bill, but told reporters that a repeal-only bill “will add to more uncertainty.”
